4. Informational Presentation: Application N 170465, CMM Renewal of Special Permit C 060333 ZSM, Hospital for Special Surgery-River Building, Block 1482, p/o 9020 and Block 1483, Lots 23 and 33-Application (N 170465 CMM) submitted by the Hospital for Special Surgery requesting the first 3-year renewal of the previously approved special permit (C 060333 ZSM) to allow the development of a 12-story hospital building on demapped air space above the portion of the Franklin D. Roosevelt Drive located between East 71^st Street and a line midway between East 71^st Street and East 72^nd Street and to permit the modification of the loading berth requirements of Section 25-70 (off Street Loading Regulations, General Purposes) at the above referenced location.  This application is not subject to Uniform Land Use Review Procedures (ULURP) and does not require a public hearing by the Community Board or the City Planning Commission.
